EXHIBITION LIVESTOCK & POULTRY HEALTH REQUIREMENTS

(EFFECTIVE JANUARY 3, 2011)

General requirements

  • 1. CERTIFICATES OF VETERINARY INSPECTION AND ENTRY PERMITS: “Certificate of Veterinary Inspection” refers to a legible record (made on an official form issued from the state of origin) by an accredited veterinarian, which shows that the animals listed thereon meet health requirements of the state of destination. It must bear the identification of each animal and separate certificates must be made for each species of animal entered. Entry permits are required on all out-of-state swine, rodeo bulls, psittacines, passerines, ratites, all other avian species except poultry and turkeys, camelids, or exotic animals. Permits are also required on all cattle entering Arkansas from any state that is not a tuberculosis free state, unless that state has a reciprocal agreement with Arkansas. Permit numbers can be obtained from the state veterinarian’s office (501) 907-2400 from 8:00 am. – 4:30 pm. Monday through Friday. A certificate of veterinary inspection must accompany all animals and:
    a. Must be available on request by animal health officials.
    b. Individually identify all animals, showing positive identification of each animal by tattoo, ear tag, registration number or ear notch. Steers should be identified by description.
    c. Show required tests, vaccinations, and entry permit number, if applicable.
    d. Show name and address of owner or exhibitor – this shall be the same name as under which animals are exhibited.

  • 2. Any animal or poultry showing any evidence of infections or contagious disease, or of external parasitism, and animals with active ringworm, lesions (with the resulting loss of hair), multiple warts easily visible without close examination, or atrophic rhinitis, will not be permitted to exhibit or remain on fairgrounds.

  • 3. All animals entering the grounds, including those shown in pet zoos, children’s barnyard animals, Old McDonald Farms, etc. must meet requirements of their particular species.

  • 4. All animals originating out of areas quarantined because of other diseases (vesicular stomatitis, scabies, etc.) shall not be permitted to enter the State.

  • 5. The Fair Board reserves the right to have a blood and urine laboratory analysis made for any animal at the Northeast Arkansas District Fair.

  • 6. Any exhibitor administering a drug to an animal which would render the carcass unfit for human consumption or any exhibitor of any animal producing an analysis indicating the presence of an unapproved drug that can result in quantitative or qualitative change in the characteristic of the animal will be required to return all premium money and could be banned from further competition. Their name and the lab analysis will be submitted to the USDA & FDA for further investigation and possible prosecution.

  • 7. Any animal receiving medication for any life threatening disease or illness must be registered at the time they are entered in the fair.

ARKANSAS LIVESTOCK
COUNTY, JR. DISTRICT, AND STATE FAIR LEVEL

1. Arkansas livestock (except for Arkansas sheep, goats, horses, steers, and rabbits) must be accompanied by a certificate of veterinary inspection issued within 90 days prior to exhibition, showing the following:

ARKANSAS CATTLE
1. If Arkansas is a Class Free State, Arkansas cattle are exempt from brucellosis testing. If Arkansas is not a Class Free State then the following testing requirements must be met:
Negative brucellosis test within ninety (90) days prior to exhibition, for females and bulls eighteen (18) months of age or over. All heifers that have calved or are bred must be tested. Animals originating from a Certified Brucellosis Free Herd are exempt if the Certified Free Herd number is shown on certificate.
2. All heifers that are four to twelve (4-12) months of age shall be vaccinated before entering show.
3. Heifers that were born on or after January 1, 1985, that are over twelve (12) months of age and are not official calfhood vaccinates will not be allowed to show (unless they are from a Brucellosis Certified free herd). This will not apply if Arkansas continues as a Brucellosis Free State.

ARKANSAS SWINE
1. Animals to be tested negative for brucellosis within 90 days of exhibition or originate directly out of Validated herd, with validation number and date of last herd test shown on certificate (barrows exempt).
2. Animals to be tested negative for pseudorabies within 90 days of the exhibition on a test approved by The State Veterinarian or originate directly out of a Qualified Pseudorabies Free herd.
3. Free of other contagious, infectious, and communicable diseases (erysipelas, atrophic rhinitis, etc.).
Otherwise they will not be allowed to show and will be released from fairgrounds.

ARKANSAS SHEEP
Sheep will be inspected on grounds. No sheep showing symptoms of disease, particularly foot rot, sore mouth, sheep pox, and scrapie will be allowed to show. Federal Law requires ALL Breeding Sheep, over 18 months of age and sexually intact sheep for exhibition, to have an official USDA tag or official tattoo PRIOR to movement.

ARKANSAS GOATS
Goats may be examined on grounds by fair personnel, veterinarians, or state-federal personnel. No goats showing evidence of abscesses and certainly draining abscesses will be allowed to show and may be released by fair officials, veterinarians, or state-federal personnel. Goats showing evidence of any other disease may be released. Federal Law requires ALL Breeding Goats, over 18 months of age and sexually intact goats for exhibition, to have an official USDA tag or official tattoo PRIOR to movement.

ARKANSAS POULTRY
An official representing the person sponsoring the exhibition shall notify the State Veterinarian no later than thirty (30) days prior to the exhibition, giving the names, place, inclusive dates and time of the event. The requirements for exhibition are as follows:
1. Pullorum-Typhoid Status – All poultry, including turkeys and excluding waterfowl, present at exhibitions in Arkansas shall have originated from U.S. Pullorum-Typhoid clean or equivalent flocks or have had a negative Pullorum-Typhoid test within ninety (90) days of the movement to the exhibition. This information will be documented on an NPIP Form VS 9-3, NPIP Form VS 9-2 or similar certificate, which will accompany the poultry during the exhibition.
2. Infectious or Contagious Disease – Any poultry showing evidence of infectious of contagious disease or insect infestation will not be permitted to exhibit.
3. Record Keeping – The sponsor of the exhibition shall compile a list of all poultry present at the exhibition. The list shall contain the name and address of each owner, the number, species, breed, variety, type, sex, and Pullorum-Typhoid status of all poultry present. A copy of this list shall be retained by the sponsor of the exhibition for at least twelve (12) months.


General LiveStock Rules

Rules apply to all animal divisions

1. All livestock pre-entries will be due by Friday, September 09, 2022. Entries will be submitted online at www.neadistrictfair.com beginning August 29, 2022. All entries will be charged the following entry fees: ALL Cattle $25, Swine $15, ALL Goats $15, ALL Sheep $15 & Poultry & Rabbits $5. $5 of the entry fee will be returned back in prize money to each exhibit that is showed. Bring your online receipt to get you in the gate, then take it to show registration proof and pick up passes in west office of cattle barn. NO reserving/re-marking of pens. NO tack pens until all animals are in place. Superintendents assign pens as livestock is checked in.
2. Livestock competition is open to Northeast Arkansas District only.
3. All exhibitors (Junior and Senior or Open) must have owned and taken possession of their animals at least sixty (60) days prior to the opening day of the Northeast Arkansas District Fair.
4. The Junior Division will be open to 4-H members currently enrolled in a 4-H Club and FFA members who are currently paid members of an FFA Chapter.
5. Junior exhibitors will be given the opportunity to enter their animals in the Junior & Open division, but MUST pay separate entry fee for both shows.
6. All livestock divisions, EXCEPT CATTLE, will be subject to: To constitute a Breed Show, there must be at least five (5) head and two (2) exhibitors. All breeds with less than this minimum requirement will be assigned to “All other Breeds” (“AOB”).
a. All Breeds assigned to “All other Breeds” shall have a Grand Champion selected and award presented.
b. Award shall be Fifty Dollars ($50) and a Rosette.
7. No non registered intact male will be shown in any species.
8. The Fair Association is not liable for loss, damage, or injury to any exhibit or animal during the show.
9. A night watchman will be provided by the Fair Association.
10. All livestock must provide own bedding.
11. Smoking is PROHIBITED in the livestock barns or other stall areas.
12. No dogs will be allowed in livestock barns or other stall areas.
13. All exhibitor pens must be cleaned out before exiting the fairgrounds. Failure to do so will result in the loss of prize money.
14. NEA District Fair reserves the right at any time to remove an animal from the fairgrounds that is sick or has any other health issue that could compromise the exhibit, exhibitor, other exhibitors, etc.
15. ALL PRIZE CHECKS WILL BE VOIDED AFTER 90 DAYS.

TROPHIES OR PLAQUES WILL BE AWARDED FOR WINNERS IN THE FOLLOWING CATEGORIES:
1. Rabbit Showmanship—Pee-Wee, Junior and Senior
3. Reserve Champion Market Hog
4. Reserve Champion Market Goat
5. Reserve Champion Market Lamb
6. Reserve Champion Market Steer
7. Livestock Exhibitors Neatness and Arrangement Award, during entire show. An award for First Place will be presented to the adults and juniors that are selected for keeping their beef and exhibits neat, clean and kept arranged properly during the entire fair. The purpose of this contest is to encourage all exhibitors to have a neat appearing exhibit for the attending public to observe. The contest will be judged by a special committee.
8. Livestock Judging Contest for both 4-H and FFA bonafide members certified by Vo-Ag Instructors or County Extension Agents. Trophies will be awarded to the 1st Place Junior and Senior teams. The junior must not have reached 14 years by September 1, 2022 and the senior must be 14 by September 1, 2022.
9. Showmanship Junior and Senior. Junior must not have reached 14 years by September 1, 2022 and Senior must be 14 by September 1, 2022.
10. Poultry Best of Show – Junior and Open

11. Dairy Goat & Cattle Showmanship – PeeWee, Junior and Senior
12. Mini Beef Showmanship- PeeWee, Junior and Senior

PLEASE NOTE: The department superintendent will be responsible and advise all contestants of the rules and regulations for competing for the above awards.
ALL ANIMALS ENTERING FAIRGROUNDS INCLUDING THOSE SHOWN IN PET ZOOS, CHILDREN’S BARNYARD ANIMALS, OLD MCDONALD FARMS, ETC. WILL BE SUBJECT TO ALL RULES AND REGULATIONS
